i am going out of town to stay with my sister who is 19, for a week. while i am with her i want to get a tattoo. my parents say it is ok and they dont have a problem with it, but they are unable to be with me while i am with my sister. i am 16 and she is 19, will she be able to sign as my guardian? and what else do i need to have with me?

What else do you need with you? The common sense to wait until you're 18 to get a tattoo. Hope that helps.

Laws vary from state to state but in nearly every state you must wait till 18..in those that allow with parental consent the parent MUST be present and you both must have valid IDs...not a sibling unless they are legal guardian and have court papers to prove it! Wait till you are of age!!!!!
