Good japanese tattoo artist in FL???

I got a friend in the army who is stationed in Pensacola, FL. He wanted a koi fish (and had a coverup that needed to be done).....and WAS stationed in Richmond, VA. So I told him the definite man to see ould be Dana Helmuth, or Timothy Hoyer, or Brian Bruno. But he went with some unknown guy who said he could fix it all up, and ended up applying a half ass tattoo, without even attempting to do the cover up, and just a overall poor drawing. Supposed to be a half sleeve. Luckily, its not completely finished, and he's looking for somebody who can go back in it, and pull it all together, complete the coverup make it decent. So is there any good artists in the Pensacola area capable of doing this?? Somebody within taxi distance. Thanks for the help.
